Township Council Minutes
August 14, 2001
The Regular Meeting of the Mount Olive Township Council
was called to order at 7:32pm by Council President Rattner
with the Pledge of Allegiance to the Flag.
According to the Open Public Meetings Act, adequate Notice
of this Meeting has been given to the Mt. Olive Chronicle
and the Morristown Daily Record. Notice has been posted
at in the Municipal Building, 204 Flanders-Drakestown Road,
Mt. Olive, New Jersey, and notices were sent to those requesting
ROLL CALL: Present: Mr. Guenther, Mr. Sohl, Mr. Heymann,
Mr. Spino, Mr. Scapicchio, President Rattner, Mr. Kaplan,
Business Administrator, Mr. Dorsey, Township Attorney, Mrs.
Lashway, Township Clerk
Absent : Mrs. Kelly
President Rattner: Explained that Mrs. Kelly had an operation
and is recuperating. I would also like to acknowledge the
attendance of the Business Administrator, Sandy Kaplan;
the Township Attorney, John Dorsey; Township Clerk, Lisa
Lashway; and Chairman of our Pride Committee, Ray Perkins.
Since Mr. Pinto, who is giving the presentation from Morris
County is not here, we will rearrange and do the public
meeting portion at this time. Ordinance 20-2001 was continued
from the last meeting, which is the commingled recyclables
because we didnt have a signed agreement from the
County to provide the service. Mr. Kaplan, can you give
us a status on that?
Mr. Kaplan: We did receive the contract earlier this week.
We are in the process of reviewing it. Mr. Kennedy is reviewing,
the new DPW Director is reviewing it and I sent a copy to
the Township Attorney for review. We dont seem to
see any problem with it.
President Rattner: It wasnt a problem because we
didnt have a deadline. We did plan on continuing it
to our next meeting which will be August 28th. So with that,
will someone make a motion to continue Ordinance #20-2001?
Ord. #20-2001 An Ordinance of the Township of Mount Olive
to Amend and Supplement Section 2-11-2 Entitled Separation
and Collection of the Mount Olive Code. (Co-mingled
Mr. Heymann moved to continue the Ordinance to the August
28th Meeting and Mr. Sohl seconded the motion.
ROLL CALL: Passed Unanimously (to continue)
President Rattner: The next item is a Resolution for the
execution of a developers agreement. This is an agreement
between the Township and Fairway at Flanders. This is based
upon a subdivision approval. It appears that this was floating
around for awhile and some how because we have a lesser
number of meetings that we felt it wasnt fair to make
the Developer wait another two weeks because hes been
geared up and ready.
Mr. Spino moved for approval of the Resolution and Mr.
Guenther seconded the motion.
President Rattner: Is there was any discussion?
Mr. Dorsey: This is a standard developers agreement.
Gene and Chuck have given their input for mutual dollars
amounts, inspection fees, surety bonds and it has been sent
out for final review to Chuck and Gene so I see no reason
not to approve it. It will take some time for the developer
to accumulate the various documentations and during that
period of time we will have the final review.
President Rattner: Seeing no one from the public wishing
to speak, Ill close the public comment section and
ask for a roll call.
ROLL CALL: Passed unanimously
1. Approval of Raffle Application #996 for the Budd Lake
First Aid & Rescue Squad; Approval of Raffle Application
#997 for the Mt. Olive Child Care & Learning Center;
