Township Council Minutes
April 2, 2002
The Regular Meeting of the Mount Olive Township Council was
called to order at 7:30pm by Council President Scapicchio
with the Pledge of Allegiance to the Flag.
MOMENT OF REFLECTION
President Scapicchio: We would appreciate it if everyone
would join us for a moment of reflection in recognition of
the men and women men and women that are fighting terrorism
around the world.
According to the Open Public Meetings Act, adequate Notice
of this Meeting has been given to the Mt. Olive Chronicle
and the Morristown Daily Record. Notice has been posted at
in the Municipal Building, 204 Flanders-Drakestown Road, Mt.
Olive, New Jersey, and notices were sent to those requesting
ROLL CALL: Present: Mr. Greenbaum, Mrs. Miller, Mr. Perkins,
Mr. Rattner, Mr. Scapicchio, Mr. Spino
Absent: Mr. Guenther
President Scapicchio: We have one Resolution on the agenda
for this evening.
A Resolution of the Township Council of the Township of Mount
Olive Confirming the Appointment of Cynthia Spencer as Business
Administrator of the Township.
Mr. Ratter moved for Adoption of Resolution of the Township
Council of the Township of Mount Olive Confirming the Appointment
of Cynthia Spencer as Business Administrator of the Township
and Mr. Greenbaum seconded that motion.
President Scapicchio: Council Comments?
Mr. Rattner: I am actually looking forward to having a new
Business Administrator. Looking at the information we have
received from the Administration, I do have a concern that
we are deviating from our personnel policy manual. At this
point, unless I know some other information or find out some
other information, I would like to make this at this point
my vote consistent with the current personal policies that
we have in place. If we are just going to bypass them all
the time I don't see why we even have them. At this point
I would like to confirm this person meeting all our personal
practices. The salaries and everything else I do not have
a problem with. We know what the job is worth.
President Scapicchio: Exactly what are you talking about
Mr. Rattner: Primarily things like when you are entitled
and how much vacation and things like that. Some of the other
minor things that may be in there, I don't have as big of
a problem with, but it is just for consistency and I look
at it as a moral issue too.
President Scapicchio: Do you want to change any language
within this Resolution?
Mr. Rattner: I would just like to add the words on there
that at this point this job will conform to current personnel
practices as documented in our manual.
Mr. Scapicchio: Okay, Mr. Dorsey, where should we include
Mr. Dorsey: I think you need a paragraph on the very end
to say Be it Further Resolved that this appointment is subject
to Ms. Spencer's Employment will be consistent with all existing
Township Personnel Polices.
President Scapicchio: Any other Council discussion? Seeing
ROLL CALL: Passed Unanimously.
OATH FOR BUSINESS ADMINSISTRATOR
I Cynthia Spencer, do solemnly square that I will support
the Constitution of the United States and the Constitution
of the State of New Jersey that I will bear true faith and
allegiance to the same and to the Governments established
in the United States and in this State under the Authority
of the people, and that I will faithfully, impartially and
justly perform, all the duties of the office of Business Administrator
according to the best of my abilities so help me God.
Cynthia Spencer: Thank you very much
President Scapicchio: Okay. We have no other business. This
brings us to the Public Portion of this meeting. Would anybody
like to address the Council on any subject? Seeing none, we
will close the Public Portion of this Public Meeting. Any
Council Comments? Seeing none, we will move for adjournment.
Motion made for Adjournment. All in Favor, none opposed. The
Meeting was Adjourned at 7:38 pm.
