The Public Meeting of the Mount Olive Township Council was called to Order at 7:44pm President Tobey: We will begin with the Open Public Meeting Announcement as the Pledge of Allegiance and moment of reflection was earlier.

According to the Open Public Meetings Act, adequate notice of this meeting has been given to the Daily Record. Notice has been posted at the Municipal Building , 204 Flanders-Drakestown Road, Mount Olive Township , New Jersey and notices were sent to those requesting the same.

President Tobey: There are 23 pieces of Correspondence. Does anyone on Council wish to address anything? Seeing none, we are up to Ordinances for First Reading with Second Reading on December 21, 2010. The next item on the Agenda for First Reading is Ord. #28-2010 entitled:
Ord.#31-2010 Ordinance of the Township Council of the Township of Mount Olive Establishing Recreation Fees for Various Township-Sponsored Recreational Activities.
President Tobey: Mr. Walsh, would you please move that?
Mr. Walsh: I move that Ordinance #31-2010 be introduced by title and passed on first reading and that a
meeting be held on December 21, 2010 at 7:00 p.m. at the Municipal Building, 204 Flanders-Drakestown Road,
Budd Lake, NJ for a public hearing, consideration of second reading and passage of said Ordinance and that the
Clerk be directed to publish, post and make available said Ordinance in accordance with the requirements of the

CONSENT RESOLUTIONS AGENDA:
Resolutions on the Consent Agenda List are considered to be routine and non-controversial by the Township Council and will be approved by one motion (one vote). There will be no separate discussion or debate on each of these resolutions except for the possibility of brief clarifying statements that may be offered. If one or more Council member requests, any individual resolution on the Consent Agenda may be removed from the Consent Agenda List and acted on separately.

Mr. Greenbaum: In connection with our meeting at Country Oaks, I don't know whether or not the Mayor already prepared this but we wanted to bring New Jersey American in for discussions about Country Oaks, the water, the sewer, so that the people from Country Oaks and the Council could understand what's going on and voice their concerns. I'd like, through Lisa's office, to invite representatives from New Jersey American Water to a near future Council meeting and also contact the representatives from the Country Oaks Homeowners Association so they can spread the word and the people can come to the Council meeting to….
Mr. Mania: Do we need to put that in front of a Motion because I'll second it.
Mayor Scapicchio: No, no, I don't think we do.
Mr. Mania: Okay.
Mayor Scapicchio: We just need to reach out and schedule that.
Mrs. Lashway: Are we looking at the next meeting or the second meeting in January?

President Tobey: Council Reports, does anyone on Council have any Reports to offer? Mr. Roman?
Recreation Liaison Report – A. Roman
Mr. Roman: I would like to congratulate Steve Masotti Sr. for being awarded the Lifetime Achievement Award and inducted into the Hall of Fame to the Morris County Youth Football League. He was a long time resident, has coached in the Mount Olive Jr. Marauders for God knows how many years so congratulations to him on that. Also, this last Tuesday there was a walk through for the proposed Lacrosse field over at Turkey Brook. It is proposed to have one Lacrosse field there. If you've been down there, there have already been some markings. Hopefully we will have a field for their use come Spring.

Mr. Mania: I just wanted to say that I attended the Senior Christmas party in Mount Arlington. It was a great success; the food was good, a good turnout and a good time had by all.

A RESOLUTION OF THE TOWNSHIP OF MOUNT OLIVE COUNTY OF MORRIS STATE OF NEW JERSEY HONORING AND RECOGNIZING DETECTIVE MICHAEL STRADA FOR HIS OUTSTANDING ACHIEVEMENTS AND SERVICE PROVIDED TO THE TOWNSHIP
WHEREAS, Michael Strada began his career in protecting the citizens of this great Country by serving as a Sergeant and explosives expert with the 82 nd Airborne Corps during the first Gulf War; and
WHEREAS, Michael would continue down this career path by entering into the law enforcement profession where he started with the Morris County Sheriff's Office being assigned to the Criminal Investigation/Crime Lab Unit; and
WHEREAS, the Township of Mount Olive was familiar with Michael's work in the Prosecutor's Office and was very happy to learn that he would be joining the Mount Olive Township Police Department in 1995; and
WHEREAS, during his time with the Township Police Department, Michael Strada served as a patrol officer and field training officer followed by corporal/shift supervisor in the patrol division where he excelled at criminal investigations which ultimately resulted in his transfer into the Investigations Division as a Detective; and
WHEREAS, as a Detective, Michael further excelled and demonstrated how effective his knowledge and expertise was where he investigated hundreds of crimes from burglary to homicide; and
WHEREAS, in addition to the tremendous job Michael was performing as Detective for the Department, he was also given the responsibility as being the evidence custodian, a most challenging and critical job and one in which Michael's expertise in evidence would result in him retaining the position for many years; and
WHEREAS, Michael Strada also served on the executive board of the Fraternal Order of Police Lodge 122 serving as a past president; and
WHEREAS, during Michael's law enforcement career with the Township of Mount Olive Police Department he received numerous awards including the Knights of Columbus Officer of the Year and the 200 Club Valor Award; and
WHEREAS, although the Township is very proud of Michael for becoming the Sheriff of the County of Sussex, the Township is sad to see him leave as they know they will be losing a very valuable individual; and
WHEREAS, the Township wishes to honor and recognize Michael Strada for his employment with the Township of Mount Olive Police Department.
NOW, THEREFORE, BE IT RESOLVED, by the Township Council of the Township of Mount Olive, County of Morris, State of New Jersey that it wishes to take this opportunity to publicly recognize and honor Michael Strada for his fifteen years of dedicated service to the citizens of the Township of Mount Olive through his employment with the Township Police Department.
President Tobey: Thank you Mrs. Labow. Moving on to the next item of business is an Executive Session which we will go into. At the conclusion of that, there will be no further business discussed and we will simply adjourn. At this time I would ask Mr. Greenbaum to please move us into Executive Session.
Mr. Greenbaum: Under Sections seven and eight of the Open Public Meetings Act I hereby move us into Executive Session to discuss negotiation issues.
