Mount Olive Township Council Minutes
January 2, 2001

The Reorganization Meeting of the Mount Olive Township Council was called to Order at 7:30 pm by Council President Sohl with the Pledge of Allegiance.

According to the Open Public Meetings Act, adequate Notice of this meeting has been given to the Mount Olive Chronicle and the Morristown Daily Record. Notice has been posted at the entrance of the Municipal Building, 204 Flanders-Drakestown Road, Mt. Olive, New Jersey, and notices were sent to those requesting the same.

Roll Call of 2001 Council

Present: Mr. Heymann, Mr. Guenther, Mr. Scapicchio, Mrs. Kelly, Mr. Rattner, President Sohl

President Sohl: I would also like to acknowledge the attendance of the Mayor, Paul Licitra; the Business Administrator, Sandy Kaplan; the Township Attorneys, John Dorsey and Peter King; and Township Clerk, Lisa Lashway.

Election of 2001 Council President

President Sohl: I now open the Floor for nominations for Council President for Year 2001.

Mr. Heymann: I nominate Steve Rattner for Council President.

English Translation of Arabic Prayer:

Whatever is in the Heaven and the Earth below to Allah the Creator. Allah will call you to account for what is in your mind whether you disclose it or hide it. He, however, has full authority to pardon or punish anyone he pleases. For Allah has complete power over everything. The messenger has believed in the guidance which has been sent down to him from his Lord. And, those who believe in the messenger have also sincerely accepted the same. The old believe in his angels, his books, and his messengers, and they say we do not discriminate against any of his messengers. We have heard the message and submitted to it. Our Lord, we look up today for forgiveness for today we shall all return. Allah does not pardon any human being with a responsibility heavier than he can bear. Everyone will enjoy the fruit of the good that he has earned and shall suffer for the evil that he has committed. All believers pray like this to Allah. Our Lord, take us not to task if we forget and lapse into error inadvertently. Lord, lay not on us the kind of burdens that thou hast lain on the people before us. Lord, lay not on us the kind of burden that we have not the strength to bear. Be kind to us, forgive us and show mercy to us thou art our protector. Help us against disbelievers. Thank you.

President Rattner: I now open the meeting to the Public. Is there anyone who would like to address the Council on any matter? Seeing no one, I will close the meeting to the Public.

Closing Mayoral Comments

Mayor Licitra: I will have my State of the Township message by next week. I do want to make one comment–the snow plowing this year has gone very, very well. Ray Kemmerer and the DPW should be congratulated. Our roads were covered in about four hours on Saturday, and these people did a very good job. I plan to send a letter to the DPW thanking them for their effort. Some of them did 22 hours straight through and they did an excellent job.

President Rattner: Thank you, Mayor, and I think everybody up here on the Council also concurs they did a tremendous job. And traveling through other Towns, ours definitely had to be the best and they should be congratulated.

CLOSING COUNCIL COMMENTS

Mr. Heymann: My notes say this is a “Final Reorganization Agenda” and for me, it is a “final reorganization meeting.” I’ve made it perfectly clear that I plan on watching a sophomore point guard play basketball next year, which will be on Tuesdays, and so, of course, this will be my last year on the Council. With that in mind–and some people have been calling me–I’m back to bother you with some lights at Flanders Crossing again, this year–in my next 12 months, hopefully we will get that done. And, Turkeybrook will continue to move forward, and as you know, I’m interested in hearing what the Library plans to be proposing–I am in favor of a new building–the issue being the cost. So, I look forward to being able to speak my mind because no voter can sway me whatsoever for the next 12 months. And that may be good or bad for you, but you’ll have to put up with it. So, those are my comments.

Mr. Sohl: I would just like to wish everyone a Happy New Year as well, and Happy New Millennium if this is the way some people keep time as to when the new Millennium actually starts. I look forward to a very productive year–considering where we’ve come in 12 months from the day a year ago when we sat here and started fresh–with literally a clean slate. A lot has been done, a lot has been put in place, and I look forward to the coming year.

Mrs. Kelly: I want to basically say the same things–I’d also like to thank some of our Committees for the progress that they’ve made. I’ve seen a lot of new things in Town as a result of the Mt. Olive Pride Committee, so I’m really proud of that. I think that our Open Space Committee has been working diligently to preserve open space. I’d like to see them continue, and I’m very happy that we have started that Committee. They have done a lot of research, and I think they have a very full Agenda. So, I’m very proud of our Committees, and I’m looking forward to all the new changes that we have for this year.

Mr. Scapicchio: I would just like to wish everyone a very happy, healthy, and prosperous new year.

President Rattner: Thank you. A couple of things I just want to note. One, last year we had a contest in Town for a Town Slogan. The winning slogan, which is on the billboard down in Flanders is “Where Ever You’re From, Welcome Home.” I think tonight we showed that we not only talk the talk, but we walk the walk. That’s why we had Imam here to do our Invocation and Benediction tonight because we are a community of many different cultures and many different peoples. We do have a core of people that were born and bred in Mt. Olive, but they’re really the minority. With that, I would like to thank Arif Akhtar, our Chief Sanitarian, and one of our longest term employees for helping, assisting, in finding somebody for tonight. With that, the one thing that I think we have to be ready for as a Council this year, is assisting the Mayor. One of the first things the Mayor did was set up a re-evaluation of the Master Plan. Because of the growth in Town, we see the traffic, we see a lot of the other pressures being put on, and so there are a lot of plans to try and control that. We’ve had some successes, we’ve had some failures. So we have to be prepared as a Council as the Mayor comes up with recommendations to schedule them very quickly, to do a thorough investigation and analysis, and see what we can do to support his efforts. I think we’re all concerned about the quality of life in Mt. Olive. With the growth, the tax dollars do increase and that’s why we’ve been able to do a lot of the improvements in Town. But, then the other side is the traffic, and everything else we have to put up with. I think that’s going to be one of our major programs this year. We’ve built a lot of our monuments, we’ve built new buildings. We’re committed to Turkeybrook. We’ve agreed to a Library of some sort in theory. We just have to see what we can afford. But the big thing is–we have the new fields going in, the new facilities, we have to maintain them. And, I’m told by Counsel that it’s customary to make sure that I introduce my wife and daughter who are sitting in the front row–and thank my wife and daughter–are you going to keep feeding me the information? Thank my wife and daughter for the sacrifices they have to give to be here. I do thank you, and thank you for the bottom part of my ballot. Anyway, thank you very much. And to everybody who came, thank you very much. I hope you stay interested. With that, I hope that everybody has a healthy, and happy new year.
