Resolutions: (10)

  • Appointing Timothy Quinn, DPW Director, as the Certified Recycling Coordinator for 2018Tim has always been the recycling coordinator, however, it should be documented by resolution so he can continue to file the annual recycling tonnage grant.  There is no additional compensation.
  • Appointing Robert Delpizzo to the Musconetcong River Management Council for 2018Mount Olive is a voting member of the Musconetcong River Management Council and is entitled to appoint an individual to serve on the Council.
  • Authorizing Skylands Risk Management, Inc. as the Morris County Joint Insurance Fund risk management consultant for Mount Olive Township for 2018The Governing Body is required by the Morris County JIF to appoint a Risk Management Consultant.  The fee shall not exceed $19,500.
  • Approving the memorandum of understanding between the Township of Mount Olive and the Mount Olive Soccer Club, Inc. for the continued development of a soccer complex at Turkey Brook ParkSoccer field #2 at Turkey Brook Park will be turfed in 2018.  Mount Olive Soccer Club will contribute half of the cost.  Project estimate is $900K.
  • Authorizing the award of a professional services agreement without competitive bidding to Weston Solutions, Inc., for environmental cleanup services in connection with the property located at 20-23 Stonewald Court Drive, Budd Lake, Mount Olive Township, New Jersey (Block 3203, Lots 21 and 28 - Cobblestone)Resolution supersedes a 2016 resolution authorizing environmental cleanup at the Cobblestone site.  Work includes various underground tank and asbestos removal.  The fee shall not exceed $69,996, charged to the COAH trust fund.
  • Authorizing the award of professional services contract without competitive bidding to Eric L. Harrison, Esq. of the firm Methfessel & Werbel, PC as special litigation counselAuthorizing a contract for special litigation counsel services not to exceed $15,000.
  • Authorizing the Tax Collector to refund unbilled 3rd & 4th quarter 2018 property taxesHomeowners have pre-paid 2018 unbilled taxes before December 31, 2017 without fully understanding the new tax law.  We anticipate request for refunds of the 3rd and 4th quarter payments.  This resolution will authorize the Tax Collector to refund the money upon written request by the homeowner or mortgage company.
  • Approving an emergency purchase not to exceed $35,000 for sludge tank pumping and repairs at the Flanders Sewer SystemThe Flanders Sewer System needed to be pumped out to accommodate emergency repairs to the drivetrain.  Since the matter affected the public health, safety and welfare, the purchase was declared an emergency.
  • Authorizing the release of the posted surety bond in connection with development of the property designated as Block 3207, Lot 3 (Sandhu / S&S Real Estate)The developer is not proceeding with the development and has requested the release of the surety bond.  Our engineer has inspected the site and has determined that the developer has not proceeded with any site improvements.  The cash bond and inspection escrow will remain with the township.
  • Authorizing the execution of a developer’s agreement between the Township of Mount Olive and Toll NJ XII, LP in connection with Phase 3 of Marveland Farm Estates (Block 6000, Lots 5 and 6)The original agreement was to post bonds and do construction in three phases.  This agreement with execute phase 3. 

Ordinance for First Reading: (1)

  • An Ordinance of the Township of Mount Olive, County of Morris, State of New Jersey, to Amend and Supplement Chapter 550, Land Use, Article VI, Zoning, Section 550-86, Affordable Housing, in Accordance with the Township’s Housing Element and Fair Share Plan Adopted by the Township Planning Board on December 21, 2017 and Endorsed by the Mayor and Township Council on January 16, 2018, and to Incorporate the Terms Set Forth in the July 20, 2017 Settlement Agreement Between the Township of Mount Olive and the Fair Share Housing Center.Ordinance amending the Affordable Housing code as agreed up in the settlement agreement with Fair Share Housing.  The Special Master is satisfied with the content. 

Ordinance for Second Reading: (3) NOTE: Ordinance#3-2018 will be continued to February 13, 2018.

  • Ord.#1-2018   Amending Chapter 285, “Parks,” and Article II, “Vehicles in Turkey Brook Park,” of the Township Code Ordinance amending Chapter 285 to prohibit food and drinks from the Pirate’s Cove Splashpad and Mount Playmore, except for water contained in plastic reusable containers and to regulate vehicles parking in all township parks.
  • Ord.#2-2018   Amending Ordinance #26-17 which established salaries for the Mayor, Council, Department Heads, Supervisory Personnel and employees of the Township Clerk’s Office Establishing a salary for the position of Director of the Department of Fire and Emergency Services to oversee the volunteer emergency services.  Position already exists within the code.
  • Ord.#3-2018   An Ordinance of the Township of Mount Olive, County of Morris, State of New Jersey, Vacating a Portion of Third Street by the Township.  (Continue to February13, 2018 Meeting)
