Resolutions: (21)

1. Commending Officer John M. Bevacqua on his retirement from the Mount Olive Township Police Department
Officer Bevacqua retiring after 21 years of service in the Mount Olive Police Department on November 1, 2017.

2. Reappointing Michael A. Pucilowski as a member of the Musconetcong Sewerage Authority
Standard resolution reappointing Mr. Pucilowski for a five (5) year term expiring on February 1, 2023.

3. Closing the bridge on Flanders Drakestown Road at the intersection with River Road between January 31, 2018 through April 30, 2018
Extending the County bridge closure due to delays caused by the weather and the concrete plants closing for a period of time during the winter. Contractors have resumed work as of last week.

4. Accepting the bid for sale of certain municipal land and property from the Township Auction of December 19, 2017 (Block 7100 Lot 2, 190 Tinc Road)
Accepting $2,000 bid by an adjacent property owner for a vacant lot, was the sole bidder and will be merged with his lot.

5. Waiving plumbing subcode fees to Custom Fabs Inc. for the NJDEP Water Line Extension Project
Resolution waiving fees for the homeowners who are receiving new water lines as part of the NJDEP project on Ringenbach Lane.

6. Authorizing the execution of the sidebar agreement between the Township of Mount Olive and the Mount Olive Township Public Employee Association
Sidebar agreement to the union contract change the title grade for the Deputy Court Administrator and Assistant Court Administrator positions to be more competitive and to establish an Animal Cruelty Investigator stipend for the Animal Control Officer. See attached agreement for details.

7. Authorizing release of the inspection escrow in connection with development of the property designated as Block 4100, Lots 80, 83 and 84 (Mountain Ridge Estates)
Remaining balance of inspection escrow to be released in accordance with the Developers Agreement.

8. Authorizing release of the performance bond and cash bond for site improvements in connection with development of the property designated as Block 8000, Lot 33 (Seneca Highlands)
Work as per the Developers Agreement has been completed and inspected. Maintenance bond has been received and performance bond can now be released.

9. Authorizing release of the performance bond and cash bond for site improvements in connection with development of the property designated as Block 1700, Lots 23 and 24, and Block 1402, Lot 21
Work as per the Developers Agreement has been completed and inspected. Maintenance bond has been received and performance bond can now be released.

10. Compliance with the United States Equal Employment Opportunity Commission’s “enforcement guidance on the consideration of arrest and convictions records in employment decisions under the Title VII of the Civil Rights Act of 1964”
A requirement as per law to certify and pass a resolution prior to the introduction of the budget that we are in compliance with the Equal Employment Opportunity, specifically how we use criminal history records during the employment process.

11. Authorizing a Shared Service Agreement with the Township of Allamuchy for Administration and enforcement of the New Jersey Uniform Fire Code for the years 2018-2019
Shared service agreement already approved, however DCA is requiring us to change the term “Fire Inspector” to “Fire Official”. The change has no other bearing on the existing agreement.

12. Authorizing the expenditure of certain funds from the Township’s Tree Bank Fund for the beautification of Mount Playmore, All Veterans Memorial and other municipal sites
Annual expenditure of $15,000 out of the tree bank trust fund for the purchase of trees at various municipal sites.

13. Authorizing the award of contract to Bubble Palooza for competitive contract for Bubble Run event
As per the local public contracts law, awarding a contract for the Bubble Run Event. One proposal was received and all documents are in order.

14. Authorizing the purchase of necessary goods and services under any contract competitively bid by the Somerset County Cooperative Pricing Council for 2018
As per the local public contracts law, authorizing a resolution to purchase items off of the Somerset County Cooperative Pricing system. Items to be determined at time of purchase.

15. Authorizing the use of a purchasing agreement with Educational Services Commission of New Jersey for 2018
As per the local public contracts law, authorizing a resolution to purchase items off of the Educational Services Commission Pricing system. Items to be determined at time of purchase.

16. Authorizing the use of various purchasing contracts
As per the local public contracts law, authorizing a resolution to purchase items off of various purchasing contracts. Items to be determined at time of purchase.

17. Awarding a professional service agreement under the non-fair and open contracts in accordance with the Pay-to-Play law for the year 2018 (Realty Appraisal Co.)
As per the local public contracts law, authorizing a contract for independent appraisal services that are not conducted by the Tax Assessor, not to exceed $7,000.

18. Awarding a professional service agreement under the non-fair and open contracts in accordance with the Pay-to-Play law for the year 2018 (The Land Conservancy of New Jersey)
As per the local public contracts law, authorizing a contract for land consultation and grant writing services, not to exceed $11,500.

19. Awarding a professional service agreement under the non-fair and open contracts in accordance with the Pay-to-Play law for the year 2018 (Skylands Risk Management)
As per the local public contracts law, authorizing a contract for risk manager services required by the Joint Insurance Fund, not to exceed $19,500.

20. Awarding a professional service agreement under the non-fair and open contracts in accordance with the Pay-to-Play law for the year 2018 (Edmunds and Associates)
As per the local public contracts law, authorizing a contract for our financial accounting system, not to exceed $24,000.

21. Awarding a professional service agreement under the non-fair and open contracts in accordance with the Pay-to-Play law for the year 2018 (Barry Krauser; LLC)
As per the local public contracts law, authorizing a contract for independent appraisal services that are not conducted by the Tax Assessor, not to exceed $19,000.

Ordinances for Second Reading: none

Ordinances for First Reading (second reading January 30, 2018) (3)

1. Amending Chapter 285, “Parks,” and Article II, “Vehicles in Turkey Brook Park,” of the Township Code
Ordinance amending Chapter 285 to prohibit food and drinks from the Pirate’s Cove Splash pad and Mount Playmore, except for water contained in plastic reusable containers and to regulate vehicles parking in all township parks.

2. Amending Ordinance #26-17 which established salaries for the Mayor, Council, Department Heads, Supervisory Personnel and employees of the Township Clerk’s Office
Establishing a salary for the position of Director of the Department of Fire and Emergency Services to oversee the volunteer emergency services. Position already exists within the code.

3. Vacating a portion of Third Street by the Township
Request was received to vacate a portion of Third Street by an adjacent home owner. Request was reviewed and has be determined that the portion of the street was never needed for municipal purposes and will no longer be needed. There is no objection to the Township vacating such portion.
