1. Revising the adopted 2017 updated version of the Personnel Policy and Procedures Manual

Revising the Personnel Manual to specify and clarify the requirements for eligible employees to receive the health insurance waiver incentive.

2. Adopting prequalification regulations in connection with bids for the Phase III: Interior Restoration and Rehabilitation of the Mt. Olive Baptist Church

In compliance with the Local Public Contracts Law, procedure taken to approve prequalification specifications for the Mt. Olive Baptist Church.  Bid Specifications have been approved by the Division of Local Government Services.

3. Approving and authorizing a developer’s agreement for phase V, VI and VII for the property located at Block 4100, Lots 80, 83 and 84, also known as Route 46 and Chamberlain Road (Mountain Ridge Estates, LLC)

As approved by our engineering and legal department, resolution authorizing a developers agreement for the Mountain Ridge Estates, LLC phase V, VI and VII (water, storm and sanitary.)

4. Authorizing the expenditure of affordable housing trust fund monies to pay for sewer allocation fees in connection with the Habitat for Humanity Wallman Way Project (Block 2203, Lots 2 and 3)

As discussed at the last meeting, resolution authorizing the use of affordable housing trust fund money to pay for the sewer allocation fees for the Habitat for Humanity Wallman Way Project. 

5. Authorizing the cancellation of 2017 appropriation balances in the current fund

Accounting mechanism to cancel 2017 appropriations not used in the current budget to be returned to surplus, totaling $202,502.78.

6. Authorizing the cancellation of a grant balance

Accounting mechanism to cancel a small recycling grant balance no longer needed.

7. Authorizing the transfer of unexpended storm control appropriations to the accumulated snow trust fund

Accounting mechanism to transfer unexpended 2017 storm control monies into a snow trust fund to be used for future inclement weather events. 

Ordinance for Second Reading: (1)

1. ORD.#24-2017 To amend and supplement Chapter 550 “Land Use” to establish definitions and standards for a planned unit residential development for the FTZ-4 zone district

As discussed at previous meetings, our Planner has been working on amending the FTZ-4 Zone District in the International Trade Center.  The proposed change contains the former BASF site along with the 57 acres owned by the Township.  The rational is to introduce residential use as a permitted activity within the zone allowing for a mix of commercial, retail and residential uses.  The concept is consistent with the NJ State Development and Redevelopment Plan, the Municipal Land Use Law and the recommendations made in the 2014 study to repurpose the site.  The re-zoning will also provide a 20% set aside for affordable housing to fully comply and satisfy the third round obligation.
