3.  Ordinance concerning amending certain provisions of the Township Code to comply with changes to financial disclosure form filing requirements – see attached memo

Resolutions: (12)

  • Authorizing a Chapter 159 budget amendment in the 2017 budget for the body armor replacement fund for $4,436.91

Standard resolution amending the 2017 budget to allow for the insertion of a grant to be available as revenue for the purchase of body armor. 

  • Requesting approval from the director of the Division of Local Government Services for insertion of a specific item of revenue into the 2017 Municipal Budget ($29,267.79 for the Drunk Driving Enforcement Fund)

Standard resolution amending the 2017 budget to allow for the insertion of a grant to be available as revenue.

  • Approving a vendor service contract on a non-fair and open basis pursuant to the Pay to Play law (Cablevision Lightpath NJ LLC) *REVISED

Standard resolution revising a vendor service contract for telecommunication service.

  • Awarding various professional service agreements under the non-fair and open contracts in accordance with Pay to Play for the year 2017 (Elisa P. Green, A.P.N.)

Standard resolution for professional services contract for a Nurse Practitioner.

  • Approving a vendor service contract on a non-fair and open basis pursuant to Pay to Play law (United Rentals, Inc.) *REVISED

Standard resolution revising a vendor service contract for light tower rental equipment.

  • Authorizing change order #2 to the contract with Fai-Gon Electric for Baseball Field No. 2 and Soccer Field No. 3 lighting project at Turkey Brook Park.

Standard resolution for a change order increasing the amount of the contract for the Lighting at Turkey Brook Park Baseball Field No. 2 and Soccer Field No. 3.  The cost is a result of encountering rock which was not anticipated in the original contract.

  • Authorizing change order No. 1 (final) in connection with the reconstruction of Basketball Courts at Flanders Park

Standard resolution for a change order decreasing the amount of the contract for the reconstruction of Basketball Courts at Flanders Park.  The cost savings is a result of the original contract being based off of estimated quantities.

  • Authorizing the use of various purchasing contracts for 2017 (Spectrum Communications LLC)

Standard resolution authorizing various State contracts for purchasing radio equipment for the Flanders Fire Department. 

  • Authorizing the award of contract to Reivax Construction Corp. for bid #16-2017 NJDEP water line contract ICU-RWI-16 in. (Ringenbach Lane Area)

Standard resolution awarding a contract for the water line extension project (Phase 1) for the Ringenbach Lane area.  Three bids were received and although above the estimate, DEP has approved the award of the contract.  DEP will be reimbursing the Township for the project minus the cost of traffic detail and the price for four (4) fire hydrants. 

  • Authorizing a professional service agreement with Professional Consulting, Inc. in connection with engineering services for the rehabilitation of 0.75MG Sutton Plaza water storage tank

Standard resolutions authorizing a professional service agreement for engineers to provide specifications to rehabilitate the Sutton Plaza water storage tank.

  • Authorizing release of the performance bond, cash bond and inspection escrow site improvements in connection with development of the property designated as Block 4100, Lots 80, 83 and 84 (Mountain Ridge Estates)

Standard resolution releasing bonds and escrow as the contractor has completed phase 1-3 of clearing and grading the site. 

  • Authorizing an additional one year extension of the July 2, 2002 developer’s agreement with Rachel Manor Properties, LLC for the property located at Block 7702, Lot 32 (Hunter’s View Estates)

Standard resolution extending the developer’s agreement for twelve (12) months.  The original DA was approved on July 2, 2002 and due to economic conditions the governing body has been granting extensions since most of the municipal improvements have been done.  The one year extension will allow the contractor to finish the remaining lots, top course pavement, sidewalks and trees. 

Ordinance for First Reading: (1)

  • Amending certain provisions of Chapter 15, Committees, Commissions and Boards, Article XIII, Ethics Standards Board, of the Township Code to comply with changes to financial disclosure form filing requirements    

As discussed in the attached memo amending the code book to comply with changes to the financial disclosure form filing requirements.

Ordinance for Second Reading: (2)
#21-2017 Permitting outdoor dining as an accessory use and establishing standards governing same
This ordinance amends the Land Use Ordinance to allow outdoor dining in certain commercial zones as an approved accessory use subject to established regulations in the ordinance.    

#22-2017 Amending Ordinance #27-16 which established salaries for the Mayor, Council, Department Heads, Supervisory Personnel and Employees of the Township Clerk’s Office
This ordinance reflects the salaries being provided to the new Construction Code Official and the Building Sub Code Official as discussed / approved by the governing body.
