ITINERARY

  • Commending Gladys Thomson for her years of service to the Mount Olive Police Department as a Crossing Guard
  • Police awards relating to August 14th carbon monoxide response

Discussion: (3)

  • Draft resolution establishing policy for sewers in “Old Flanders”

Attached is a draft resolution codifying what the Mayor and Council have discussed about this project.  It is important to have a solid base for this project since many of the issues relating to this installation will occur over the next two years.  In addition this resolution will serve as the basis for information to be supplied to the affected residents.  If the resolution is satisfactory, it can be placed under Non-Consent Resolutions portion of the Agenda.

  • Draft Personnel Policy and Procedures Manual

Attached is information about the updating of the 2010 Manual and the recommendation that this updated version be approved as the “Official Manual” for filing in the Township Clerk’s Office.  If the draft Manual is satisfactory, the attached resolution can be placed under Non-Consent Resolutions portion of the Agenda..
 

  • Outdoor dining ordinance 

Attached is a draft ordinance prepared by the Township Planner for discussion by the Governing body as well as the Ordinance Committee of the Planning Board.  Whatever concerns the Mayor and Council may have will be sent to this ordinance committee for their consideration.

Resolutions: (12)

  • Approving the appointment of Andrew Tatarenko as Business Administrator/ Qualified Purchasing Agent

This is a revised version of the resolution from the last meeting to clarify the technical title of the incoming Administrator to satisfy P.E.R.S. rules.

  • Authorizing the submission of a grant application and execution of a grant agreement with the New Jersey Department of Transportation for the resurfacing of International Drive North- Phase I Project

A standard resolution authorizing the filing of the grant application.  Note that if received, the construction would require a local contribution of $200,000.

  • Cancelling taxes on Block 1800, Lot 1 for disabled veteran declared 100% totally and permanently disabled by the Tax Assessor

A standard resolution as specified in state laws

  • Authorizing the issuance of a duplicate tax sale certificate pursuant to Chapter 99 of the Public Laws of 1997

A standard resolution as specified in state laws

  • Authorizing the cancellation of a grant balance

A standard resolution removing from the Township ledgers portions of grants not received.  The grants in question were reimbursements for activity with maximum amounts that were not fully expended

  • Approving a vendor service contract pursuant to pay-to-play law- Revised       (All Traffic Solutions)

The resolution increases the maximum amount from $36,000 TO $38,000

  • Approving a vendor service contract pursuant to pay-to-play law          (Cablevision Lightpath NJ LLC)

This resolution is reflects the annual “pay to play” filing for a multiyear contract

  • Approving a vendor service contract pursuant to pay-to-play law- Revised (GTBM- Gold Type Business Machines)

The resolution increased the estimated cost of service to reflect cost experience to date projected to end of year

  • Awarding a professional service agreement in accordance with pay-to-play law (Bioterra Environmental Solutions)

This resolution authorizes the asbestos investigation in the basement and one other location in the Cobblestone structure to allow the solicitation of demolition bids.

  • Awarding a professional service agreement in accordance with pay-to-play law (Connolly & Hickey Historical Architects)

This authorizes the restoration architects to plan & cost estimate for the interior restoration of the Mount Olive Baptist Church which is required for grant solicitation.

  • Authorizing the use of various purchasing contracts for 2017- Revised (ARF Rentals Inc.)

The original resolution had an error in the cooperative bid identification number

  • Authorizing the transfer of alcoholic beverage license No. 1427-44-013-004 from Sutton Park Bar & Liquors Inc. to Esscala Trading, LLC

Ordinance for First Reading: (1)

  • An Ordinance to Amend Ordinance #4-2012 Vacating a Portion of South Rose Lane

This Ordinance is being amended to add a block and lot that was omitted in 2012.

Ordinance for Second Reading: (1)

  • Amending Ordinance #27-16 which established salaries for the Mayor, Council, Department Heads, Supervisory Personnel and Employees of the Townships Clerk’s Office. 

The existing salary ordinance only reflects the salary for the prior administrator.  The proposed ordinance provides a range which would accommodate the new Administrator.
