  • None listed for this evening by Administration.  There will be a continued discussion of the Flanders sewer proposal at the next meeting.

Resolutions:  (12)

1. Resolution confirming the appointment of Andrew Tatarenko as the Township Business Administrator (The formal resolution confirming the Mayor's appointment of Andrew Tatarenko.  Any member of the governing body who was unable to meet with Andrew last week and wishes to do so, please contact me and separate arrangements will be made.  Since Andrew's current employer meets on the second and fourth Tuesday's of the month, he is unable to be present at Mount Olive's Council meetings until he starts employment here.  Andrew's resume and the Mayor's offer of employment were provided to Council last meeting and if a member needs an additional copy, please contact my office.)

2. Resolution authorizing the execution of the Sidebar Agreement between Township of Mount Olive and the Mount Olive Township FOP Lodge No. 122 (Attached is a proposed agreement to authorize a severance payment to a police officer who is leaving after 15 years of service for personal reasons.  The agreement supplements the existing FOP contract without establishing future precedents. The Mayor is in favor of recognizing the employment history of the officer and avoiding a lengthy dispute on the definition of "deferred retirement" as it relates to sick leave payout.  Any discussion relating to this agreement should be held in executive session due to the labor negotiations status as well as the privacy concerns of the employee.)

3. Resolution approving vendor service contract on a non-fair and open basis pursuant to the Pay-to-Play Law -Vasso Systems, Inc. (Standard award of contract resolution for reoccurring purchases.)

4.Resolution awarding a Professional Services Agreement under the non-fair and open contracts in accordance with Pay-to-Play Law for the Year 2017 - Realty Appraisal Co. (Standard award of contract resolution for appraisal services.)

5.Resolution awarding a Professional Services Agreement under the non-fair and open contracts in accordance with Pay-to-Play Law - Koczan & Associates LLC (Standard award of contract resolution for consulting engineer for Combe Fill North solar project as outlined in their presentation at the last meeting.)

6. Resolution authorizing a change order to the contract with FAI-GON Electric for baseball field no. 2 and soccer field no. 3 lighting project at Turkey Brook Park (See the attached explanation from the Township Engineer.  Although large in value it is within the legal parameters of the local public contract law.)

7. Resolution authorizing the award of contract to TuWay Mobile Communications, Inc. for Bid#09-2017 Completion of Public Safety Simulcast Radio Infrastructure and 911 Radio Communications Upgrade (Attached is a letter of explanation from the Police Chief.  Council will recall that at a recent meeting the contract with an alternate bidder who could not complete the work was cancelled with the authorization that the project be rebid.  The end result is a more costly contract due to significant changes in the scope of work that have evolved over the past two years as more information and knowledge became available about the radio communication needs and alternates, as outlined by the Chief.)

8.Resolution authorizing the settlement of tax appeals (Attached is a report from the tax consultant justifying the proposed tax appeal reduction for the cited property.)

9.Resolution to cancel taxes on Block 4200 Lot 6 for disabled veteran declared 100% totally & permanently disabled by the Tax Assessor – 34 Old Ledgewood Road (This is a standard resolution required by state law when a veteran has total disability status. In essence when this occurs property taxes are cancelled and the state makes some payments on behalf of the veteran.)

10.Resolution to cancel taxes on Block 802 Lot 1 for disabled veteran declared 100% totally & permanently disabled by the Tax Assessor – 63 Karen Place (This is a standard resolution required by state law when a veteran has total disability status. In essence when this occurs property taxes are cancelled and the state makes some payments on behalf of the veteran.)

11. Resolution to cancel taxes on Block 4407 Lot 11 for disabled veteran declared 100% totally & permanently disabled by the Tax Assessor – 3 Pfrommer Avenue (This is a standard resolution required by state law when a veteran has total disability status. In essence when this occurs property taxes are cancelled and the state makes some payments on behalf of the veteran.)

12.Resolution to cancel taxes on Block 3405 Lot 10 for disabled veteran declared 100% totally & permanently disabled by the Tax Assessor – 12 Woodsedge Avenue (This is a standard resolution required by state law when a veteran has total disability status. In essence when this occurs property taxes are cancelled and the state makes some payments on behalf of the veteran.)

Ordinance for First Reading:

  • None

Ordinance for Second Reading: (2)

  • Ordinance#14-2017 Bond ordinance amending in its Entirety Section 3(a) Bond Ordinances Numbered 10-2015 and 4-2016 finally adopted on March 17, 2015 and March 8, 2016, in order to amend the description of the project of each Ordinance to include Sutton Tank Painting and Improvements (As explained by the Township Clerk at the last meeting, due to some typographical errors in the meeting dates/time when this was advertised for original approval this May, the Bond Attorney requested that the public hearing be re-held and the matter reapproved by the Governing Body.)
  • Ordinance#18-2017 Bond ordinance amending Bond Ordinance Numbered 11-2014 adopted on April 22, 2014, to revise the second paragraph of Section 3(j) thereof in order to include additional projects and to reduce the useful life of said projects and to revise Section 6(b) thereof in order to amend the average useful life of the projects being financed by said Bond Ordinance (The bond ordinance has unexpended balances available for reuse and the Chief Financial Officer is recommending that the following permitted use of the remaining funding be authorized for Police radio upgrades. By adopting this ordinance amendment the Township will make full use of the authorized funding in accordance with the adopted Capital Improvement Program of the governing body included with the annual budget.)

Administration Report:
